He earned his Bachelor of Science from Simon Fraser University in Canada, followed by three graduate degrees from the University of Southern California: a Master of Social Work, a Master of Public Administration, and a Master of Public Health. He later completed USC’s Master of Management in Library and Information Science program, where he received the Ken Haycock Award for Leadership and the Lucille M. With a strong understanding of healthcare systems, Richard pursued clinical training and completed his dental hygiene education at the University of Texas Health Science Center at Houston.
